Well, here's the sad answer from ATI. Basically what I suspected.

Mr. Stephanovich,
ATI will offer OS/2 driver support only on the OEM versions of our
Rage128 based products. These drivers will offer mode and color depth
support only.
Retail versions of Rage128 products will not contain OS/2 drivers.
I trust this answers the question you had.
