Dokładnie. Ta wartość jest brana pod uwagę tylko wtedy gdy Windows sam nie
wykryje wielkości L2.

Specifies the number of bytes in the secondary processor cache, also known
as the L2 cache. The value of this entry is used only when the Hardware
Abstraction Layer (HAL) cannot detect the L2 cache.

W innym miejscu MS mówi:
Value of the SecondLevelDataCache key. The function of this key has been
widely mis-reported. On modern systems it is expected to have a value of 0
which means let the HAL determine the capabilities of the machine. In older
systems, i.e. Windows 2000 and Windows XP, there were a few chipsets where
we could not detect the L2 cache and therefore this setting allowed you to
force a specific value. The following Knowledge Base article discusses

A tam z kolei:
Although it is possible to change this value from the default value of 0, in
most cases doing so does not improve performance. Microsoft does not
recommend changing this setting. When this key's value is set to 0, the
system attempts to retrieve the level-2 processor (L2) cache size from the
HAL for the platform. If it does not obtain this value, the system sets a
default size of 256 KB for the L2 cache.
