{3) Secure Digital Transactions Just Got A Little Less Secure}
               (New York Times: Dec. 11, p. A1)

A paper written by 22-year-old researcher Paul Kocher of San
Francisco has shown that public-key encryption technologies can be
rendered useless in only a matter of minutes. Public key has
been considered to be one of the most trusted methods of
scrambling highly confidential information sent over computer.
Kocher's approach depends on an intruder being able to monitor
the exact amount of time it takes someone to enter an encryption
code and then using statistical techniques to winnow down a list
of possible combinations that can be entered during that time.
Experts say this vulnerability can be fixed.
