I'm sure IBM never announced it. They certainly had the ability
to do so, but felt it would discourage software developers from
developing OS/2 software so they refused to even consider
implementing it. By the time they'd realised it was a big
mistake it was too late. They didn't have any bargaining chips
to play with, and MS was demanding too much money to incorporate
the code.
