W cmd to wiem i nie jest to problem -
- na necie jest to bardzo ladnie opisane, np.:
"[...] the installer sets ROOTDRIVE to the first connected network drive it
finds that can be written to.

the installer sets ROOTDRIVE to the local drive that can be written to
having the most free space.

No wlasnie ustawianie globalnie ROOTDRIVE i innych nic nie daje.
Po przeczesaniu internetu wydaje sie, ze jednak moj problem jest
nierozwiazywalny.
