How to prevent user from changing drive's lable or making read only lable for device that can be write

How to make read only label( right click on the
device->properties->general->label(name)) for a writable device? is it
possible to do from windows?

For example: I have a writable device, but the name for the device
should remain same and will not allow other people to change the name.

please help me.
