Problem z instalacją .NET Framework

Za Chiny nie mogę zainstalować .NET Framework.

Nie wiem za bardzo co mam zrobić z IIS, skoro prawdopodobnie na tym
IIS_NOT_PRESENT=1 się wykrzaczył. Nie trafiłem na działające rozwiązanie
w Googlu.
