The decision to do so is most reasonably made at the start of the program,
since doing so later only costs more. The decision to fund the DC-X at a
shoestring level was made under the Bush adminstration. There was only enough
money for one vehicle, and even at that there was not enough money for frills
like redundancy.

There was, in fact, just enough money to build a subsonic vehicle using
existing material technology and off the shelf engines. Which explored it
