Szkoda, że nie dopisałeś tytułu artykułu i nie napisałeś coś więcej o tym o
czym mówił artykuł.

Odwołanie jest do biblioteki SHLWAPI.DLL (Shell Windows API).

Owszem, użytkownicy nie mogą stworzyć "special folders" ale programiści
mogą. Są do tego specjalne funkcje API oraz biblioteki Windows.
Jakoś w końcu te "special folders" musiały zostać stworzone :)
A obiekty można dodawać praktycznie do każdego namespace. Kwestią odrębną
jest sposób ich dodawania i właściwości danych obiektów.
